Nicaragua joined the Hague Service Convention on February 1, 2020, so service of U.S. process now goes through Nicaragua's Central Authority, the Secretariat of the Supreme Court of Justice, which sends each request to the competent court for service. Nicaragua has objected to all of the alternative methods in Article 10 (mail, judicial officers and interested persons) and to consular service, so the Central Authority is the only valid route.
Nicaragua requires both the Convention's model form and the documents to be translated into Spanish, and its Central Authority does not charge for service. The United States maintains targeted sanctions on certain Nicaraguan officials and entities, so counsel should check the defendant against current sanctions lists. Guidance written before 2020 describes Nicaragua as a non-Hague country; that is now out of date.
